SPATIAL ASSESSMENT OF CLIMATE CHANGE VULNERABILITY AT URBAN LEVEL

 

Integrating adaptation and mitigation response action to climate change at urban level policies requires comprehensive information on vulnerability patterns. Majority of local governments and policy makers in various cities in developing nations lacks spatially explicit information on climate change vulnerability and its key drivers at local level. In addition, there is no standardized method for an all inclusive vulnerability assessment at local level and results from higher spatial scale vulnerability assessments are difficult to implement conceptually and technically at local levels. We present a climate change vulnerability assessment framework for local level based upon three main components namely exposure, sensitivity and adaptive capacity. Considering the spatial extent of the local area, indicators were selected under each component which was then combined by means of Spatial Multi-Criteria Evaluation (SMCE) method. Standardisation of indicator under each component and weighting at each level of the vulnerability assessment hierarchy was carried out. The weighting and standardisation process was based upon field work experience, expert knowledge and results from earlier studies. The vulnerability assessment framework was applied to an urban area in India, namely, Bangalore. The presented framework demonstrated operative application and provided spatial assessment of climate change vulnerability patterns. The spatial pattern of vulnerability identifies area that requires urgent attention for adaptation action at the same time vulnerability assessment enables policy intervention in general or integration of priorities within the spatial scale. This study presents a rational and simple vulnerability assessment framework to be operational at any local level that can help to prioritize response action either independently or within the spatial planning process.
